With a unanimous vote from the new Jackson City Council, Ward 4 Councilman Frank Bluntson was installed as council president this afternoon, with Ward 5 Councilman Charles Tillman as his vice president.
On another front, Ward 2 Councilman Chokwe Lumumba admits that the city is having a difficult time providing bonding for him. CNA Bonding Co. has yet to authorize Lumumba's bond insuring him as an elected official of the City of Jackson.
"They will bond me, but 'will' isn't the same as 'have,'" Lumumba said, adding that he expects his bond approval to clear within the next 14 days.

what is the bond for and why would someone have trouble getting bonded

The city council approves payroll, authorizes expenditures, etc. I would expect the officials to be properly bonded. He's probably having a bit of trouble because of past fines levied by judges or the bar association, perhaps?

When you have to get a surty bond or public offical bond, the insurance company that issues the bond checks you criminal record,tax liens,if they have bankruptcies,credit reports,etc. to see it if you are an acceptable risk for them to write the bond.
