The two-story wood house, white with red trim, sits squarely on a corner lot in Jackson. The grass on the lawn is January brown, the same as in the other yards in the quiet city neighborhood. A locked, cast-iron security door bars the front door, which is topped with a domed, candy-cane striped awning.

Angela Bolin was lying on her bathroom floor in a T-shirt and panties when she woke up in a pool of blood. Paramedics hovered over her. Her mother, father and sister stood there, sobbing. She didn't know what was happening, but when she looked down at her inner thighs, she saw they were covered in razor-thin slices. There were 45 cuts on one thigh, 46 on the other. The air reeked of bandages and antiseptic cream. It took a second for it to register. Bolin looked around, dazed, and spotted the used razor next to the sink. Then she remembered.

Enjoying the slight drop in temperature on Monday, Sept. 17, Doris Shavers sat laughing with friends and family in her mother Ethel Sanders' front yard where the family liked to emerge from their nearby houses and fellowship. The dark hair on his upper lip is just enough to make him look a few years older.

The Bottom Line

Frank Melton cannot solve Jackson's crime. That is simply a statement of fact, not a criticism or a denouncement or even a denouement. It is also true that former Mayor Harvey Johnson Jr. could not solve crime. Neither could former Police Chief Robert Moore. And current Police Chief Shirlene Anderson can't, either.

Melton's bond for his felony indictments requires him to report any departures from the state. A delay in the mayor's heart surgery required he file details with Grant.
